ANNOUNCEMENT
DFAT AICCTP GRANT ROUND 5 (APPLICATION AICCTP-R5-0013)

Expected Outcomes

Measuring Progress and Impact

The AICCTP project aims to strengthen cybersecurity collaboration between Australia and India, improve incident-response preparedness for critical energy infrastructure, and support the development of practical training resources and policy guidance.

This page outlines the project's five anticipated outcomes, the indicators used to assess progress, and the planned deliverables. Resources will be made available as they are completed and approved for publication.

Five Core Project Outcomes

Each outcome includes its intended contribution, key indicators of progress, and methods for verifying results across the 20-month project timeline (11 June 2026 to 28 Feb 2028).

01

Enhanced bilateral collaboration on the cybersecurity of critical energy infrastructure

Planned • In Progress

Expected Contribution: Deepening institutional linkages among Australian and Indian energy stakeholders, grid transmission operators, researchers, and government agencies to identify shared cyber vulnerabilities in clean energy systems.

Key Indicator

Shared cyber risk priorities identified and analyzed through stakeholder consultation sessions during bilateral workshops, documented in structured summary records.

Verification Method

Delivery of two bilateral workshops (India in Feb 2027; Australia in Jul 2027); documented workshop minutes, working group attendance, and institutional engagement records.

02

Development of practical hands-on tabletop incident exercises and threat detection tools

Planned • In Development

Expected Contribution: Co-designing hands-on tabletop simulation exercises and practical threat-detection methods to evaluate operational risks affecting solar generation, battery storage, and grid communication interfaces.

Key Indicator

Participant evaluation reports, tabletop scenario exercises, and practitioner feedback collected from utility engineers and cybersecurity specialists taking part in workshop drills.

Verification Method

Two comprehensive tabletop exercise modules created and reviewed by Australian and Indian consortium partners, supported by post-exercise evaluation surveys.

03

Increased cybersecurity awareness, human capital, and capability across the Indo-Pacific

Target Metric: 50+ Participants

Expected Contribution: Providing structured capacity-building opportunities for clean energy engineers, researchers, and policy officials to strengthen operational cybersecurity capability across Australia and India.

Key Indicator

Target engagement of at least 50 energy and cybersecurity specialists; measured improvements in participant self-assessed capability; institutional uptake of curriculum materials.

Verification Method

Pre- and post-activity diagnostic surveys, capacity-building completion records, and formal feedback reports from participating universities and energy sector entities.

04

Contributions to international standards and remote community energy resilience

Long-Term Objective • In Development

Expected Contribution: Translating research findings into practical recommendations for relevant international standards (e.g. IEC and IEEE working groups) and examining cybersecurity considerations for isolated microgrids and remote communities.

Key Indicator

Technical recommendations and briefing papers prepared for relevant standards committees, alongside preliminary resilience guidelines for remote energy systems.

Verification Method

Working-paper submissions, standards committee communications, and technical review notes prepared in collaboration with consortium partners.

05

Production of white papers and media briefs supporting cyber policy and governance

Planned Publication Series (2027)

Expected Contribution: Publishing practical policy guidance, analytical white papers, and four planned media briefs to inform government stakeholders (including DFAT), industry bodies, and international partners on clean energy cybersecurity.

Key Indicator

Publication and dissemination of four planned media briefs and a comprehensive bilateral white paper, tracked through readership metrics and policy citations.

Verification Method

Published open-access deliverables, stakeholder consultation summaries, and ministerial / departmental briefing notes.

Planned and Published Project Outputs

Project resources are organized below by their availability status. Documents are published as they are completed and approved by the consortium.
